Returns the manifest for a validator, which contains its ephemeral and master public keys.

Get validator manifest

Field	Type	Description
`command` required	string	WebSocket command name
`id`	object	Client-supplied identifier to correlate requests with responses.
`public_key`	string	The base58-encoded public key of the validator to look up.
`api_version`	object	API version for the response format. Version 2 is the default for rippled 2.0+.
